- Voting Member - owns real estate within the boundaries of the district and paid the annual dues
- Non-Voting Member - has an interest in property, such as a leasehold, easement, or other defined interest in real property within the boundaries of the district and paid the annual dues
- Non-Member - has elected NOT to become a member by not paying the annual fee. If fire protection or fire suppression is provided, Non-Members will be invoiced for services rendered. Idaho State law
